They were nerfed because people started making huge-ass, maintenance-free power grids. I believe power now dissipates once it's inside machines, so the quarry will never save up enough energy to perform a single action because the energy dissipates too quickly.

About the Cryotheum in the Nether quarry, another option would be to completely fill the quarry area with one layer of Cryo before starting, so the blocks just drop down as the quarry progresses. As Cryotheum actually drops like sand (if slowly), you would just have to scoop it up again at the end.

Since you place Laser Drill in limited and Tekkit already have that only makes a stronger case for magical crop to be added to Tekkit. Get the coal from the quarry, pulverize it, liquify it and use it to run compression dynamos. Coal will net you about 10 mil RF per bucket, far more than you need to run the quarry itself.
